Level Playing Field

Hi,
From the description it seems that participant is allowed to use Max plan to create submission if needed. This way a level playing field is compromised since everyone can't think of buying a Max plan. It would be better if the resource to be used for generating a submission are fixed and standardized in some way. Thanks!
